This gives developers a way to collect package-level stats, even if
it means we have to use manual calculation for sharedUserId apps.
Also round size of storage devices to nice power-of-two values so we
do a better job of matching retail packaging.

When activity that is moved between displays handles all configuration
changes, it won't be restarted. This CL adds a callback to the client
to notify it about display change. Usually it will be followed by
onConfigurationChanged, except when configuration didn't actually change.
When activity is recreated, it won't receive onMovedToDisplay.

Inform the kernel via configfs, of userids that
should be excluded when an app is not installed
for them.
Also push userid to remove_userid when a user is
removed so that the exclude list of that user can
be cleaned up in one command for all packages.

Implement support for downloadable font requests in xml. Given the
xml fonts feature in O, this adds support to not only declare
local font files as font resources, but also Downloadable fonts
from a fonts provider.
A provider returns a font family (of one or more files) given a
query, so the new attributes are added to the font-family tag.
Additionally, add support to pre-declare downloadable font resources
in the Android Manifest. These will then be fetched at app startup
time so they are available to use from the Typeface cache asap.
When retrieving downloadable fonts via resources, the cache is
checked to see if the font is already there and is used, otherwise
a request is sent to the provider and the default font is returned
as we need a result synchronously.
To do this, the developer declares an additional fonts xml resource
file with the list of fonts to preload and links it in the manifest
with a meta-data tag.
E.g.:

The previous CL (I47f902cc8f) fixed ImeSubtypeListItem.compareTo() is
compliant to Comparable#compareTo(T) (Bug 34255739) and introduced the
following order of comparing ImeSubtypeListItem fields.
1. ImeSubtypeListItem#mImeName
2. ImeSubtypeListItem#mSubtypeName
3. ImeSubtypeListItem#mIsSystemLocale
4. ImeSubtypeListItem#mIsSystemLanguage
But it didn't keep the previous ordering (Bug 34821121). This CL
fixes the order of comparing ImeSubtypeListItem fields as compatible
as ones before I47f902cc8f.

If a newer UsageStats came along, it would wipe away
the older UsageStats' last used times because it was
newer and, therefore, a source of truth. This is an
improper assumption, however. The newer UsageStat
may cover a timeframe which does not even have a last
use and, thus, destroys valid data.
