Some permissions are getting split into foreground and background
variants. If an app only has the foreground version it can only access
the protected resource while the user is using it. Once the background
permission is added to the foreground permission the app can always
access the resource protected by the permission.
- Only having the background permission does grant anything.
- Mutliple foreground permission can share a single background permission,
but a foreground permission can not have multiple background
permissions.
- As the implementation of background permissions is based on AppOps
only the system can declare such foreground/background permissions
- A CTS test enforce that the background is in the same group as the
matching foreground permission.

Adding an API in MmTelFeature to allow IMS
Service to report the reasons for implicit
call rejections by lower layers. Corresponding
ImsReasonInfo codes are also being added.
The call rejections are not related to any
call session or a call that Framework is aware
of.

Also remove all references to old loadSafeLabel method to prevent
proliferation of old method via copy+paste.
The implementation assumes that there are three cases:
- Short labels that don't have anything wrong with them
- Labels that are fine, but are a little too long
- Intentionally bad label that try to break stuff and slow things down.
In the first two cases no characters are marked for removal, in the
third case we have an implementation that does not use a lot of memory
and has linear performance when there are a lot of bad characters.

As part of finalizing an SDK, we need to ensure that no new APIs are
marked @Deprecated, since they're typically cleanup that someone
forgot to finish.
Someone forgot to replace Slice.getTimestamp() with Slice.getLong().

Hide the tunnel mode of the IpSec API because
there is a disincentive to launch it without
a supported customer use case. That use case,
IWLAN is having its APIs hidden, so we should
hide these as well to avoid constraining future
implementation.
Also, due to issues with the lifetime of the NATT
management object, this API needs to be hidden
until such time as the lifetime of the Keepalive
can be handled independently of the lifetime of
a Transform.

When StatsManager fails to connect to statsd, it now throws an exception
for the caller to catch. It also throws an exception of the config being
added is of an unreadable format.
Due to backwards compatibility issues, the old APIs could not be
changed, so new ones were made to replace the old ones. The old ones are
now temporary and will be removed when the compatibility issue is
resolved.

Clarified the package extras bundle returned from
getSuspendedPackageAppExtras.
Moved the bundle arg to the last in LauncherApps.onPackagesSuspended and
clarified the contents of the Bundle.
isPackageSuspended(String) now throws a NameNotFoundException if the
package is not found.
Also, removed a permission check from isPackageSuspendedForUser.

Earlier setPackagesSuspended ignored the rest of the paramters when
suspend state did not change. This was a problem because then there was
no good way to update the other parameters without unsuspending the app,
which is not desirable.
Removed setSuspendedPackageAppExtras as now they can be update with this
api.
Also sending broadcasts when packages get unsuspended due to suspending
package removed.

The minimum brightness curve guarantess that any brightness curve
that dips below it is rejected by the system.
This prevent auto-brightness from setting the screen so dark as to
prevent the user from resetting or disabling it, and maps lux to
the absolute minimum nits that are still readable in that ambient
brightness.

LinkAddress constructors are currently @hide; this change updates
IpSecManager to use InetAddress and prefixLen, and then construct a
LinkAddress internally. LinkAddress is used over the binder interface to
IpSecService to ensure validity.
