CaptivePortalData will be used to hold data advertised by the network
following RFC7710bis.
To fetch the CaptivePortalData, the API URL is added to LinkProperties,
to be provided by the NetworkAgent.
Because CaptivePortalData can be used to guess user location (especially
from the URLs provided by the portal), it is only exposed to
applications that have privileged permissions.

When the admin unsets cross-profile packages, reset the
INTERACT_ACROSS_PROFILES app-op back to the default if it is no longer
configurable by the user.
Other minor changes:
- Remove the explicit app-op permission check from
setInteractAcrossProfilesAppOp, since AppOpManager performs that check
when required.
- Fix the broadcasting logic in CrossProfileAppsServiceImpl to correctly
set the component and flags.

This CL simply adds the API to toggle SUPPRESS_DOZE. The code for
actually turning off doze when the secure setting is updated will be

- Make sure onCheckIsTextEditor should be called on the UI thread for
preventing exception in some cases that will break start input background
thread.
- Refine IMM#checkFocus and DelegateImpl#startInput to be out of
lock object to prevent start input background thread may blocked by other
methods which already inside the lock.
- Cache InputMethodManagerDelegate object for ImeFocusController#getDelegate.

This change introduces a new appop, ACTIVATE_PLATFORM_VPN, that is a
subset of the ACTIVATE_VPN appop. VPN apps that have been granted the
more dangerous ACTIVATE_VPN appop should be allowed to use platform
VPNs, as they are more restricted, and safer. However, the opposite
must not be true.
