41bdd9713d Add device policy API to toggle Common Criteria mode 
Common Criteria mode puts device into a state where certain
funtionalities are tuned or turned on to meet the higher security
requirement from Common Criteria certification. Device Owner
can use the new device policy API to toggle Common Criteria mode.

041217c980 [Wi-Fi] Refactor add wifi networks feature to use WifiNetworkSuggestion. 
WifiConfiguration used in the feature of add apps Wi-Fi networks was deprecated, need to be changed to use WifiNetworkSuggestion instead.

ef8a8ac927 Don't use View ID to search next focus backward View 
There might be several Views with the same ID in View hierarchy,
and if we search the user specified next focused view by comparing
the View ID, it may return the wrong View with the same ID. To fix
that, we should compare the View itself.

6f2978c9fc Add instrumented app to JAR path (isolated splits) 
The base APK is loaded during normal execution even when isolated splits
are requested. This preserves that behavior during instrumented tests,
which previously skipped the base APK (causing class loading errors).

Test: tested on device with a trivial automated instrumented test

b2f709db1d Add <extension-sdk> manifest tag inside <uses-sdk> 
This allows apps to specify the minimum versions they need
of extension sdks, and fails install if they aren't met.

There is additional work required to prevent local rollbacks
from triggering a downgrade of SDK versions after an install.
