Similar to how we target DE and CE storage areas, callers need to
specifically ask to work with EXTERNAL storage. This is because
external storage often lives on a separate device from where internal
DE and CE data lives.
As one specific example, if we're moving an app between two
"internal" storage devices, we don't want to clean up the data
for that package on external storage, since it's not being moved.
This change also expands to all mounted external storage devices,
not just the storage backed by the incoming UUID.

This CL uses merged NetworkTemplate so that it shows correct
data for carrier which is a virtual that has multiple
subscriberId under the hood.
By doing this, this CL also adds several hidden API so settings
can query by NetworkTemplate directly.

Adding a new intent acttion for the permission controller to ask an
app to show its permission usage to help the user understand what
and why is being used. We are adding a permission to protect this
action to prevent apps trampolining into other apps when asked to
show their permission usge.

A previous change restricted rules that are added to the rule dependency
graph to resource ids rather than just integers greater that zero.
Restore the previous behavior and also allow for negative resource ids
to work as expected.
