Mid-course corrections.
- Simplify ActivityStackSupervisor and ActivityStack constructors to
get passed parameters from ActivityManagerService.
- Store WindowManagerService referecne locally in
ActivityStackSupervisor and ActivityStack.
- Rename getTopStack to getFocusedStack in ActivityStackSupervisor
and ActivityManagerService.
- Move mWaitingActivityLaunched/reportActivityLaunchedLocked and
mWaitingActivityVisible/reportActivityVisibleLocked from ActivityStack
to ActivityStackSupervisor.
- Moved reportResumedActivity to ActivityStackSupervisor.
- Added a Handler to ActivityStackSupervisor. Will populate it on next
CL.

between the stacks is handled by the ActivityStackSupervisor.

Use ActivityStackSupervisor.mMainStack in its place. Or, in cases
where multiple stacks must replace mFocusedStack, create new
methods in ActivityStackSupervisor that will replace it.

Packages can be enabled/disabled per user.
This requires maintaining stopped/launched states and
enabled / disabled components and packages per user.
Refactored pm.Settings and PackageSettingsBase to keep
track of states per user.
Migrated the stopped-packages.xml to users/<u>/package-restrictions.xml
Changed intent resolution to handle individual user restrictions.
Bunch of IPackageManager calls now have a userId argument.
Make AppWidgetService handle removals of packages.
Added some tests for pm.Settings and PackageManager.

There was a race in the system process between applying the initial
configuration and executing code in higher-level system services
like the app widget service that relies on the config. For some
reason it starting showing up more after my code changes; it should
now be completely fixed.
Also fix the activity starting window to run in compatibility mode
if its application is going to be in compatibility mode.
And some various cleanup and small fixes.

android:requiresSmallestWidthDp provides the smallest supported width.
android:compatibleWidthLimitDp provides the largest compatible width.
Adds a really crappy UI for toggling compat mode.
Persists compat mode selection across boots.
Turns on compat mode by default for newly installed apps.
