Read time and I/O for OTA update from last_install, and report the
statistics using MetricsLogger.histogram.

We allow each individual Resources object to select the best
Locale for the given APK. This allows one update to the configuration
instead of multiple updates, once the locale is chosen.
The Java locale is selected from the app context's locale.

To add a background to children of a group, a couple of things
are changed when a group is in the expanded state:
- The parent's shadow + background is removed
- The group header is given a background and elevation
- The children are elevated to cast a shadow and have backgrounds
- When it's fully expanded the dividers won't be shown
- There's extra height added to the parent so that the child
may cast the bottom shadow of the group
- As the children move into the bottom stack the last visible
one alters its height and the ones below it are hidden
to achieve the clipping effect

* Removed "synchronized" statements that are not needed

There are cases in which the WebView Update Service can stop switching
WebView providers (if the update service is notified about relro
creations an incorrect number of times) and in those cases apps will
fail to load WebView.
In this CL we mitigate this problem by allowing apps to load WebView
even if the time-out is reached and we also decrease the time-out so
apps are less likely to ANR when waiting for the time-out.
This CL does not prevent the update service from ending up in a bad
state - so we will still end up crashing apps if the current WebView
implementation is uninstalled after relro creation fails.

This user never gets a badge, and secondary users will

When transformation method is set via API, text direction heuristics has
to be reset since for PasswordTransformationMethod it is set to LTR. Not
resetting it causes inconsistencies with the remaining of the TextView.

Originally we went with the meta-data approach to make unbundling
easier, however with the amount of platform changes that the config
ended up relying on it would be better to focus on exposing it through

TalkBack is seeing crashes that I can only explain by our assumption
that window layer is unique in all cases. TalkBack reports that it
happens during animation, so I assume that the layer may repeat
transiently.
Reducing our dependence on this assumption by traversing the list of
windows sorted by layer without assuming that the list has the same
length as the list of unsorted windows.
Also documenting the undefined behavior of SparseArray when indexing
beyond its bounds. The undefined behavior itself is intentional for
performance reasons.

Instead of in activity thread. That way, we can warm up (ie,
precompute cached values) this provider and AndroidBCWorkaroundProvider
(which are installed together) so that the computation doesn't
happen in the app. As a result, the time spent in the first call to
SSLSocketFactory.getDefault() decreases by ~5ms in angler userdebug.
Measured with an app calling SSLSocketFactory.getDefault in onCreate
and timed it with System.currentTimeMillis() .

If <uses-sdk> tag is below <application> in AndroidManifest.xml then,
when activity is parsed, targetSdkVersion param is not yet set correctly.
Because of that we're defaulting to RESIZE_MODE_FORCE_RESIZEABLE and the
param resizeableActivity will be ignored.
This CL checks if resizeableActivity was set explicitly when targetSdkVersion
is less than N (or not set).
