If the device is locked, and there are no notifications visible on the
keyguard, and the user expands the shade, if there would be
notifications present if the device is unlocked, then display a message.
Test: manual
1: Enable "Only Show Unseen Notifs On Keyguard" flag
2: Have some notifications
3: Lock device
4: On keyguard, observe no notifications
5: Expand shade (without unlocking)
Observe: New UI treatment is visible

To accompany the rear display API's to allow
apps to move their content to the cover screen
on a foldable device, to use the powerful rear
cameras for selfies, there needs to be a consisten
educational dialog to let users know what is going
to happen. This will be shown for all apps that use
the rear display jetpack API's, to keep consistency
and remove any knowledge an app would have to know
about the device they are on.

End-to-end implementation (across all layers of both System UI and the
shared library) for supporting a picker state for affordances, allowing
config implementations on the system UI to easily convey whether their
affordance should be hidden on the device or should be marked as
disabled and show a dialog with instructions for re-enablement.

Test: unit tests still pass. Was able to see on a tablet that doesn't
support NFC that wallet is gone as an option and, when I deselected all
home devices, the home affordance was disabled with the correct
instruction dialog when picked. Then, marking at least one home device
as favorite, the picker allowed me to select "home" again.

When writing some tests for the new dock defend icon, I came across
some existing issues when we don't correctly update the text or content
description. This CL adds tests that would've been failing, and updates
BatteryMeterView to make them pass.

For feature auto data switch: The feature only
applies to non-DDS. If enabled, we automatically switch to the non-DDS for data traffic when it has better availability than the DDS.
After the change(UI required by b/247880971), when the secondary SIM is being used, it will show up
on the internet dialog and be highlighted. Taping on the gear icon will
bring the user to the secondary SIM setting page.

1. This is the only way to show a message on keyguard that face unlock is not available in response to all face unlock triggers.
2. This was the behavior of face auth until recently (b/244402839#comment11)
Other options:
- Add a new callback method to a KeyguardUpateMonitorCallback to indicate that face auth trigger occurred.
- Adding a new method to a long list of methods in KeyguardUpateMonitorCallback is not a good idea
- This would be a very specific API that no one else might even need.
Indication message shown on keyguard:
1. first time face lockout.
- Shows "Too many attempts. Face Unlock disabled." followed by "Use fingerprint instead" or "Swipe up to open"
2. while the face is already locked out
- when the device wakes up
- "Face Unlock unavailable." followed by "Use fingerprint instead" or "Swipe up to open"
3. Coex when both face and fingerprint are locked out
- when the device wakes up
- Existing behavior is retained, nothing is shown.
No difference in behavior between bypass vs non-bypass
