Move most of the logic of the Settings' volume panel to a SystemUIDialog
to make the dialogs consistent with other system dialog.

Adds CompatChange to check if an app posting media controls targets T,
and if so, that app's controls will use PlaybackState actions.
Otherwise, the notification actions will be used.
The MEDIA_SESSION_ACTIONS flag is set to false by default, and can be
used to override this and use session actions for all apps.

Previously the SurfaceControlFpsListener is a hidden API which only
allows platform code access. This patch renames it to follow the
callback convention and raises it to be a system API in order to allow
system applications to access the FPS count of a task and its children.
The FPS count access is guarded by a permission ACCESS_FPS_COUNTER.
To follow the API convention and properly check the permission, the
register/unregister callback APIs are moved to WindowManager and
permission check is done in the System Server.
Minor: Rename to SurfaceControlFpsCallback to TaskFpsCallback in order
to follow the API naming convention.

The Game Dashboard needs to access the active game mode and the
available game modes of a given game in order to provide the UX. Instead
of doing two queries with two binder calls, implement a new API to
capture all GameMode related states of a given package.
Minor: Don't return UNSUPPORTED when querying available game modes,
change MANAGE_GAME_MODE permission to allow system apps to access the
APIs.

AppOps that are received by SystemUI and notified to listeners of
AppOpsControllerImpl are filtered based on the permission flag
PackageManager.FLAG_PERMISSION_USER_SENSITIVE_WHEN_GRANTED.
As calls to obtain this flag require an IPC, three things are done to
mitigate impact:
* PermissionFlagsCache keeps track of requested flags and will update
those (in a background thread), when a change is notified for a given
uid.
* Calls to getActiveAppOps/getActiveAppOpsForUser should be made from a
background thread.
* notifySubscribers is always called in the background thread.

The dialog can only be requested if the package of the controls provider is
currently in the foreground.
This is accomplished by querying Activity Manager about the
UidImportance of that package. Added
android.permission.PACKAGE_USAGE_STATS to SystemUI for this.

NETWORK_REQUEST_SCORES is being changed to a privileged permission from
signature only permission. The wifi stack needs to obtain this permission,

This permission is necessary for Q as it allows systemui to tag
notifications of apps that are using certain AppOps. This is a P
feature that has regressed when the permission was made privileged.
This is used by AppOpsController in order to obtain updates on any apps
(onOpActiveChanged, onOpNoted). There is no other way to obtain the
updates from apps that are not systemui, as specified in AppOpsManager.
Talked to moltmann@ to verify that this is the correct API to use for this feature.
I'll remove this permission once SystemUI does not need it anymore.
In particular, if AppOpsController does not require it for being notified of AppOps changes.
