A HotwordDetectionService can specify a buffer length for each
HotwordAudioStream in the HotwordDetectedResult by adding an int in the
HotwordAudioStream's metadata PersistableBundle, with the key
HotwordAudioStream.KEY_AUDIO_STREAM_COPY_BUFFER_LENGTH_BYTES.
If the value is not specified or is an invalid value, the default buffer
length is 2,560 bytes.

When a wallpaper is called to be attached, IWallpaperEngineWrapper
sends a DO_ATTACH message to be handled on the main looper of the
wallpaper implementation. In the case of ImageWallpaper, it is
currently systemui. When system ui is occupied by other tasks,
reception of this message is delayed. And this decreases the
performance of switching between Android users in case the target user
has an ImageWallpaper.
This CL makes sure these service messages are handled on
ImageWallpaper's own thread, and the drawing of the wallpaper is not
delayed.

WearableSensing framework APIs are intended to be used to interact and
manage the WearableSensingService. The WearableSensingService provides
an isolated service environment for an application to provide a remote
data stream to and run sensing workloads on the data stream. Clients
that want to use this API must hold the permission
MANAGE_WEARABLE_SENSING_SERVICE. The permission protection level is signature|privledged.

WearableSensingService and AmbientContextManager. A subsequent follow up

Give TimeZoneProviderService implementations the ability to supply
(optional) status information. This status information can be used for
two purposes:
1) To help report status to users in the SettingsUI (once plumbed
through).
2) To influence higher-level time zone detection behavior, i.e. so that
the time zone detection can understand that a TZP is unable to
perform its duties, perhaps something the platform cannot detect for
itself.

The overlay should blur and animate the complications when the dream is waking up. This adds a new API to DreamOverlayService to get notified of dreams waking, so that it can run the animation. When the animation is done, we communicate back to the DreamService so that it may finish itself.
A delay was added to the touch handler which hides the overlay when a
touch happens, in order to ensure the exit animation has a chance to
complete first.

The original proximity feature which returned the distance in meters was
determined to be too privacy-invasive. AttentionManagerService continue
to receive proximity in distance from Attention Service, but
HotwordDetectedResult will map it
to different proximity levels, near and far. These proximity levels will be used in HotwordDetectionConnection. Use a RequiredServiceRule to make sure we only run the test if the device has the attention service
