VerificationActivity crashes when the Intent sent to it doesn't have an
extras Bundle. This is because VerificationActivity copies the incoming
Intents extras Bundle with getExtras() / putExtras(Bundle), and
putExtras(Bundle) doesn't expect a null Bundle.

Overflow button as BadgedImageView
- BadgedImageView uses launcher’s icon factory to render overflow icon, which fixes the size and space inconsistencies between real bubbles and a bare ImageView
- BadgedImageView gives us access to the existing dot drawing logic, which we can later use to draw a dot on overflow button when overflow bubbles get updates
- Replace Bubble with BubbleViewProvider inside BadgedImageView so that BadgedImageView can access BubbleOverflow’s dot info
UI polish
- Set margins for overflow bubbles
- Set padding for overflow empty state
- Set overflow button and dot color to accent color from theme
- Render overflow button based on theme and dark mode; update on change

SystemUIService is hard-coded to dump at CRITICAL priority and so can't
dump very much (and, most importantly, can't handle dumping our length
log buffers). So instead we create a new service,
SystemUIAuxiliaryDumpService, which will dump alongside all other
services in the NORMAL section. Its dump method calls straight into the
DumpManager.

Introduces DumpManager, a unified dumping system that supports dumping
at different priority levels.
Currently, when a bug report gets taken, SystemUI is only dumped during
the CRITICAL section. This has its advantages (we get to go first!) but
also imposes a strict limit on how much we can dump. To get around this
restriction, we need to *also* dump SystemUI during the NORMAL section,
which has much more forgiving constraints.
This CL simply creates the mechanism for systemUI to dump at different
priority levels, but doesn't actually cause us to participate in the
NORMAL section (yet, see later CLs).
It introduces the DumpManager, unified replacement for DumpController &
various logic in SystemUIService and Dependency.java. See kdoc in
DumpManager for usage notes.
Migration of current users of DumpController coming in a later CL.

The end goal is to have Bitmap.cpp use AParcel, but until that
API is extended to support this use case this is an alternative
way to isolate the graphics files from the libandroid_runtime.

Previously because compilation will preferentially uses the
ike-stubs statically included in framework.jar,
FrameworksIkeTests has to jarjar the ike_test.jar. Otherwise
the tests will use the ike-stubs and cannot access to the hidden
implementation.
This commit removes ike-stubs in framework-minus-apex and framework
and statically includes it in services.core.unboosted.
In this way, system server can still compile against ike.jar and
at the same time FrameworksIkeTests does not need to jarjar the
ike_test.jar anymore

This method is in the hot path for all location tasks but whether
location is enabled for a particular user doesn't change that
often. Cache the result and invalidate from system_server in order to
reduce CPU consumption.

Stealth mode should not use effectiveUserId. Instead, it needs to use
the original userId.
Secondly, the pattern view should be setting stealth mode only after
the configuration is received (e.g. onFinishInflate is too early, and
the params are not passed in from its owner yet).
