This spits out the last 20 motion events that the FalsingManager
uses into bug reports. It only records the data in eng/userdebug
builds.
This has been cleared with PWG over VC.

DataStallReport is updated to include the NetworkCapabilities and Link
Properties for the Network being reported on. This provides a more
complete picture of the Network conditions when the suspected data stall
was detected.

From SettingsProvider point of view, the calling package is "android".
However, the callingUID is the client that calls into TCMS.
The solution is to clear the calling identity when accessing
DeviceConfig in a binder call.
The problem is intermittent is because TCMS also accesses
DeviceConfig in its constructor. It is not in a binder call, and thus
it works. DeviceConfig caches the value, and so subsequent DeviceConfig
calls won't actually call into SettingsProvider, not until the cache
is invalidated somehow.
I can reproduce the issue all the time by commenting the line that
accesses DeviceConfig in the constructor.

For the CtsAngleDeveloperOptionHostTest tests we are seeing a flaky
failure in CTS and MTS testing. We tracked it down to a timing issue
with how/when the Activity Manager's cached settings values are updated.
Basically, we will set the settings to activate a particular code path
in GraphicsEnvironment and then run a test to check that behavior.
Sometimes, the test would fail. Logging showed that the test set the
values but the GraphicsEnvironment code path did not see the changes
because the Activity Manager's ContentObserver hadn't had time to
process the settings change. We can't read from the settings provider
directly because that has a huge performance impact and this is code
run during application startup.
Solution here is to add a command to ActivityManager to update it's
settings cache.
The test application then does:
Set setting.
Send AM refresh-settings-cache command.
At this time we know the cache is up-to-date and the test can run.

MediaScannerConnection#onScanCompleted callback runs on background
thread. Exception on the callback kills the process. To avoid this,
ignore exceptions from callback for apps targeting Q or lower.
This change fixes change in behavior from refactoring
Ie959daa7576214024150faf84b44cdba00119257 where errors on the callback
was handled on a binder thread that doesn't cause process crash.

This is required for the provisioning cross-profile consent screen which
is used to take some apps off INTERACT_ACROSS_USERS.
Hidden API CrossProfileApps#setInteractAcrossProfilesAppOp is changed
from requiring the broad app-op permissions to requiring
CONFIGURE_INTERACT_ACROSS_PROFILES. It then clears identity before
calling into AppOpsManager. For convenience, we also allow apps (such as
Settings) with the broader app-op permissions to continue to call this
method; in that case, we simply don't clear the identity and let
AppOpsManager check the permissions (so we allow AppOpsManager to set
the requirements if you don't have the new
CONFIGURE_INTERACT_ACROSS_PROFILES).
The CL also adds 'withCleanCallingIdentity' support to
CrossProfileAppsServiceImpl and moves over existing calls.

The Japanese government sat the new rule for a business document
from B5 to A4 from Aprial/1993. Currently, A4 is a common print paper
size in Japan.
However, the current *Android* default media size in Japan is JIS_B5.
Maybe this default media size is based on the old Japanese standard
information.
MHLW formally adopted it in 1993(but in Japanese)
