We nullify mWorker right in ImageWallpaper#destroy(),

Move it to ViewRootImpl and rename it: mDispatchedSystemUiVisibility
with default value 0 in the new insets mode instead of -1. Because
mCompatibleVisibilityInfo.globalVisibility will always be updated in the
new insets mode, we don't need the -1 value to detect the change from
non-zero value to zero dispatched from the server.

Originally, if the caller of navigateUpTo is alive, even the calling
uid is set to the caller who launched the existing destination activity,
the uid from caller process has higher priority to replace the given
calling uid. So this change doesn't modify the existing behavior if
the caller process is valid. Besides, the case of delivering new intent
uses the source record as calling identity too, so the case of starting
new activity should be consistent.
Also forbid attaching null application thread to avoid unexpected state
in process record.

Zero-based month is not needed anymore since android.text.format.Time is
replaced with LocalDateTime. For the safety, just rename "month" to
"monthOrdinal" in the range 1-12.

Add a compatiblity param to the setFrameRate() api, so the system has
more info to decide the device frame rate when there are multiple
competing preferences.
I also changed the plumbing for setFrameRate() to go directly to surface
flinger, instead of through buffer queue. We're trying to avoid changes
to buffer queue code, to avoid disturbing the prebuilts.

Rename APIS related to RoutingController.
Specifically,
- requestCreateController is changed to transferTo, which is the only
way to "transfer" that may or may not create a controller.
- ControllerCallback is split into TransferCallback and
(new) ControllerCallback.
- onControllerCreated and onControllerReleased is merged into
onTransferred(old, new)

It allows activity to be shown in an orientation different
from the current display. This initial change only handles
the case when transiting to another activity with different
orientation.
The opening activity and its process will be updated with
rotated configuration. The rotated display frames and insets
are also associated to the activity, then the activity can
be layouted in the rotated bounds. The surface of activity
is rotated to fit current display. And the display will be
rotated seamlessly until the transition is done.
The function is disabled by default. It can be enabled by:
adb shell settings put global fixed_rotation_transform 1

View could be embedded within a SurfaceView via SurfaceControlViewHost
now. We need to apply the screen matrix to the bound after that since
the host SurfaceView may scale or offset the embedded view. Otherwise,
the boundsInScreen would be incorrect.

Ultimately ConnectivityService and its satellites should mix in
some measurements to NetworkScore, but in the immediate future
they'll just use this to mix in at the new format the policy it
used to managed in an ad-hoc way.
As a first mix-in, this adds mixing in the IGNORE_ON_WIFI policy,
which so far used to be handled in Connectivity as the avoidBadWifi
bit. Ultimately this should move to Telephony.
