'-g' to grant permissions automatically without checking the API level.
This works around the issue of b/149733368#comment2.
'--user all' to install the app on all users. This is more efficient
than calling #installPackageAsUser one by one on each user.

My local test shows that switch-user doesn't work on my physical device.
In fact there are APIs to run tests against a particular user without
switching. It also speeds up tests without switching users from time to
time.

For compatibility reasons, we would adjust layout params before it is
sent to window manager. We need to adjust it after soft input mode is
set.
This CL also makes sure that only match-parent-non-attached-app window
can use FLAG_FULL_SCREEN to hide status bar. This aligns the logic in
the legacy insets mode which only allows mTopFullscreenOpaqueWindowState
using FLAG_FULL_SCREEN to hide status bar.

Dynamic linker will use generated linker configuration in general. As
ld.config.txt file in the APEX module will not be used, we can remove
this to avoid confusion.

Use configBounds to set the configuration bounds exposed to the app and
displayedbounds to set what the user see happening with the surface.
This is clearer than the concept of stack bounds vs. task bounds. which
we won't be able to use for tasks/stacks that are only one level deep.

Stacks and tasks are now the same object instance, so for cases were we
have a 1to1 relationship between the stack and task, just go ahead and
use one stack/task object instead of having the extra level.
- Helps us tryout the task hierarchy at a different depth than 2
to see what bugs needs to be fixed.
- Makes it easier to switch "tiles" into the hierarchy.

Module IPsec(IKE) will not be in bootclasspath or expose API
from frameworks/base anymore. Instead it will be built as a
java_sdk_library and expose APIs under its own directory.
This commit:
- Removes API from frameworks/base
- Adds ike to FrameworksNetTests manifest so that VpnTest is
able to load it.
