ADB_ENABLED historically meant the state for USB debugging. Since
wireless debugging can be enabled separately, define another setting
for it.

This commit allows the startLegacyVpn() call to start Platform VPN
profiles, allowing Settings to use the IKEv2/IPsec VPN options
When using an aliased private key, the
Ikev2VpnProfile.KEYSTORE_ALIAS_PREFIX must be prepended to the front of
the alias. This will in turn result in the fromVpnProfile() function to
pull the key from the KeyStore, as opposed to the inline-key that the
VpnManager API uses.

Since wireless debugging can be enabled without usb debugging enabled,
we'll need to differentiate between which transport is enabled.
Also added the internal AdbManager stubs for wireless debugging. Adding
implementation in separate CL to get around merge conflict with a SysUI
CL in the stack.

This CL adds checks to ensure restricted users cannot change or
start/stop platform VPNs. In addition, this also adds checks to the
ConnectivityManager#getConnectionOwnerUid() to ensure that only
VpnService based VPNs can identify connections

Cached call values are kept in ChangeIdStateCache (per-process cache).
Use "cache_key.is_compat_change_enabled" system property to
invalidate the cache (i.e. any value different from the last observed
will trigger an invalidation).
Any process can read that property, but only system server can change it.

At the moment classloader contexts are incorrectly computed in the
PackageManager for secondary dex files. There are two issues:
(1) The wrong computed classLoaderContext will be reported for a secondary
dex file if it was loaded at the same time as a primary dex file
- This is due to the continue statement that doesn't increment
dexPathIndex
(2) If a secondary dex file was loaded with a shared library then that
shared library info isn't passed through the dex load reporting
infrastructure, and thus its classloader context is incorrectly computed
in PackageManager.
In order to fix the issues described above & prevent further classloader
context computation divergences between the package manager and the
runtime, lets compute the classloader context in the runtime at dex load
time and report the expected classloader context directly to
DexLoadReporter (and thus the package manager).
Notes: This is mostly just a refactor (i.e. there are a lot of line
changes, but functionally speaking this set of CLs doesn't do much
except change where the classloader context is computed)
Addendum: The bugs described above could also be fixed by:
- changing DexLoadReporter to report information about shared libraries that
the reported classloaders depend on to PackageManager
- Teach DexoptUtils.processContextForDexLoad about shared libraries
- Fix dexPathIndex calculation in DexManager
I opted for this set of changes instead because this reduces the
possibility of context computation divergence between the framework and the
runtime. Additionally it feels more "solid" that the classloader context
is now computed directly when a dex file is loaded, rather than the
context recreated later on in the PackageManager.

Add the requestorUid & requestorPackageName fields to
NetworkCapabilities. This is populated by CS when
a new network request is received.
These 2 requestor fields are also optionally used for network
matching. All of the regular app initiated requests will have the
requestor uid and package name set by connectivity service. Network
agents can optionally set the requestorUid and requestorPackageName
to restrict the network created only to the app that requested the network.
This will help removing the necessity for the various specifiers to embed
the uid & package name info in the specifier for network matching.
Note: NetworkSpecifier.assertValidFromUid() is deprecated & removed in
favor of setting the uid/package name on the agent to restrict the
network to a certain app (useful for wifi peer to peer API & wifi aware).

We now use the sequence number of the atrace tag rather than a Binder
transaction, so zygote can observe changes to the tags.

These two annotations are already in the public/system stubs,
but are re-written to be package private instead of public. This
makes them inaccessible to libs building against these stubs.
When setting sdk_version:<X>, the stubs of X will appear before any
other libraries on the classpath. This also makes it impossible for
modules to add Nullable annotations of their own when setting sdk_version.
Exposing these annotations as public in the module stubs makes it
possible for modules using these annotation to specify an sdk_version.
