Make it more explicit that isForMainFrame() returns true only for the
actual main frame document, and not for any subresources, even if they
are subresources of the main frame.

The public platform version no longer can be a codename, it is
always the most recently released platform. A new build property
and API provides either the offical version or the current codename
as appropriate. This will avoid breaking apps that look at the
platform version while development is under a codename.

For some reason I had added @deprecated inside javadocs but forgot to
add @Deprecated to the method on ag/10117117. Repo-hooks only
warned me now that touched that method for something unrelated.
Curiously even api/current.txt in that CL has the method marked as
@Deprecated.

INetworkMonitorCallbacks defines notifyNetworkTestedWithExtras() for
notifying ConnectivityService of networks being tested along with a
PersistableBundle of extras. A new event is introduced for
NetworkStateTrackerHandler to notify the ConnectivityDiagnosticsHandler
before continuing with the normal processing for "network tested"
notifications. The event is also used in the
ConnectivityDiagnosticsHandler.

To avoid a @Nullable Boolean one method has been split into two. After
some changes in the last release this also removes an optional parameter
from the two new methods as it is now always null.
