495a17b332 Move byte logics from ApfFilter into BitsUtil 
This patch extracts into BitUtils byte manipulation helper methods
and unsigned type manipulation helper methods from ApfFilter into
an independent and reusable structure.

Test: $ runtest frameworks-net
