We always use R8 instead of proguard now, which shrinks while converting
to dex, so there is is no proguarded classes jar. Use
full_classes_pre_proguard_jar instead.

The test apps are built with SDK, but are using native libraries built
without SDK (libpmtest(32|64|dual)). This has been causing link-type check
warning, which will be errors soon.

In preparation for removing junit and android.test classes from
the Android API this change adds explicit dependencies on junit
and/or legacy-android-test to ensure that modules will compile
properly once it is removed.
Care was taken to ensure that any targets that depended,
directly or indirectly, on android-support-test did not also
depend on junit or hamcrest as they conflict with the versions
embedded within android-support-test.
