The original proximity feature which returned the distance in meters was
determined to be too privacy-invasive. AttentionManagerService continue
to receive proximity in distance from Attention Service, but
HotwordDetectedResult will map it
to different proximity levels, near and far. These proximity levels will be used in HotwordDetectionConnection. Use a RequiredServiceRule to make sure we only run the test if the device has the attention service

Bugs came in about Do Not Disturb being on but still
interrupting users of incoming calls. Turns out, this was a
result of BluetoothInCallService putting the headset into ring
mode before Telecom informed the InCallService to not ring.
Fix is to add a new EXTRA called EXTRA_IS_SUPPRESSED_BY_DO_NOT_DISTURB.
The extra is intended for InCallServices that may interrupt the user of
an incoming call.

Ultra-wideband (UWB) is a radio technology that can use a very low
energy level for short-range, high-bandwidth communications over a
large portion of the radio spectrum. This CL adds a user restriction
for disallowing UWB on a device. A user restriction is needed for
NIAP (Common Criteria) certification (see b/239714441). One of the
requirements for the certification is to be able to enable/disable
all the radios.

- Add tests for MediaOutputDialogReceiver class.
- Add android:priority=1 to the MediaOutputDialogReceiver so that it's always the default handler for the action.
