b5764cd804 Adds APIs to let live caption can access the data in the DB (1/n) 
Adds a new setting key, ODI_CAPTIONS_VOLUME_UI_ENABLED, in the
secure settings, to indicate the live caption button show or hide
in the volume rocker.

9f8d8c0171 Migrate compat mode allowed list to DeviceConfig 
To test, manually played with 'adb shell device_config'. Examples:

$ adb shell device_config list autofill
$ adb shell device_config delete autofill compat_mode_allowed_packages
$ adb shell device_config list autofill
compat_mode_allowed_packages: not found

$ adb shell device_config put autofill compat_mode_allowed_packages com.android.chrome[url_bar]:com.brave.browser[url_bar]
$ adb shell device_config list autofill
compat_mode_allowed_packages: found, value is com.android.chrome[url_bar]:com.brave.browser[url_bar]

5555c00e61 Remove NSD_ON setting 
NSD_ON setting has never been set since it created. The
NsdService is the only user which read/write the setting.
However, NsdManager cts test must running with nsd service
enabled that means this setting should be enabled
always. And this setting is the hidden symbols that
NsdService can't use it after move to mainline module. Thus,
remove this useless setting.

3814940201 Upstream Wear Keyguard changes 
1. KeyguardService#dismissKeyguardToLaunch. It will be called if watch is keyguarded and user does button presses to launch Pay or Assistant. Applied only for watches.
2. KeyguardService#onSystemKeyPressed. Passes stem button press to keyguard.
3. Launch android.intent.action.VOICE_ASSIST_RETAIL for retail assistant button press.
4. Allow ACTION_VOICE_ASSIST to be disabled at runtime.
