This change enables the app enumeration feature by default. This change
is very likely to break some tests that manually install APKs. The fix
for them is generally easy: add the --force-queryable flag to the shell
command.
This change will also make some apps targetting R unable to see other
apps that are installed or sideloaded on the device.
go/app-visibility-playbook outlines the steps needed to re-gain that
visibility.

UsageStats will return obfuscated NOTIFICATION_SEEN or
NOTIFICATION_INTERRUPTION events to callers of #queryEvents
and #queryEventsForUser if they don't hold the MANAGE_NOTIFICATIONS
permission.
Additionaly, refactor the query API in UsageStats to take in flags as
defined in UsageEvents to make future obfuscation/visibility parameters
cleaner.
Also, add the MANAGE_NOTIFICATIONS permission to shell for CTS test.

Adds a hidden API behind an internal permission check that allows the
Settings app to use specific text to BiometricPrompt for credential
auth. This allows the work authentication prompt to use work-specific
language when verifying work credentials, while retaining more generic
language when authenticating with biometrics.
Test: Work lock prompt shows "Enter your work ___" for credential
Test: Work lock prompt now shows "Verify it's you" for face

These annotations were part of the initial bulk assignment of
annotations, but do not have any active usage. Further, the
start() method is not annotated so there is no clear way for
applications to trigger any meaningful behavior.
