This will be flagged with config_perDeviceStateRotationLock.
If true, a distinct rotation lock settings can be maintained for each
device state. Some device states won't need their own rotation lock
setting and in those cases, the setting of the previous device state
will be used.
The existing global setting "Settings.System.ACCELEROMETER_ROTATION"
still works the same and reflects the setting for the currently active
state.

Add a Settings constant to control the overall enabling of TARE. If
disabled, it will clean up and drop as much as possible. Set the default
value to 0/false.

This CL aims to clarify more on what "IME ID" means in Android.
"IME ID" is a string representation of a certain implementation of
InputMethodService, which has always been computed by
new ComponentName(packageName, serviceName).flattenToShortString(),
then has been exposed to developers through at least the following two
public APIs.
* Settings.Secure.DEFAULT_INPUT_METHOD
* InputMethodInfo#getId()
Now that our IME CTS tests are already requiring that "IME ID" equals
to test IMEs' component name indirectly, it would be more beneficial
if we clearly mention that "IME ID" is guaranteed to be constructed by
ComponentName#flattenToShortString()
hence is also guaranteed to be parsed with
ComponentName#unflattenFromString().
It is to late to change strong representations that have been
exposed to developers for more than 10 years anyway.
Other than updating public API documents, this CL does nothing.

Root cause: From the user feedback, accessibiltiy gesture has more
benifits than floating accessibility button especially to low vision users.
Solution: Bring back accessibility gesture to be one of the options of
the accessibility button.

The BLUETOOTH_MODE setting is meant to distinguish the OS type of paired
device. So it makes sense to have a more straightforward name for users
to easily understanding its expected usage.
