3d9cf89d06 Add a tile service meta-data for QuickAccessWalletServiceInfo that 
fetches a drawable for wallet tile.

The wallet tile will get the icon drawable from QAW client; if it
doesn't exist, fall back to the static icon in SysUI.

c59eff487b Specify the wallpaper blast wrapper is a wallpaper window 
SurfaceFlinger scheduler keys off the window type to implement some
refresh rate selection logic. If a layer has window type wallpaper, then
the refresh rate vote is set to min. With Blast, the actual buffer will
arrive in a layer without the window type metadata. Fix this by
setting the metadata on the blast bbq layer as well.

Test: check if wallpaper runs at a lower refresh rate

cdcf3a8339 Add hidden TYPE_ACTIVITY_STARTED to allow notify activity start event. 
The current launcher implementation, the resumed Activity doesn't
enter paused state when entering overview. The launcher will have
a start activity event when entering overview but we don't provide
start event now.

We are not allowed to add new APIs now, we add new hidden constant
constants in ActivityEvent and send the event when the activity is
started.

Test: manual. Checks if the activity start events are received by
ContentCaptureService
Test: atest ActivityRecordTests

5fc6910227 Grant HotwordDetectionService RECORD_AUDIO and CAPTURE_AUDIO_HOTWORD. 
HotwordDetectionService is an isolated service which ordinarily cannot
hold permissions. An isolated service has its own uid separate from the
owning package.
To allow it to access mic audio, we dynamically override the permissions
check based on the currently bound HotwordDetectionService.

a64d628182 Allow HotwordDetectionService access to audioflinger. 
HotwordDetectionService is an isolated service which ordinarily cannot
access audioflinger due to selinux restrictions on isolated processes.
To bypass those restrictions, the audioflinger binder is passed from
the system server to the HotwordDetectionService. This follows the
existing pattern of providing access to the ContentCapture service.

In T we *may* instead solve this at the selinux layer. For now, this
simpler approach is used.
