This change introduces a new <apex-system-service> tag to the manifest.
A manifest may have multiple <apex-system-service> tags, with each tag
denoting one system service that lives in an apex. If the service is
not in SYSTEMSERVERCLASSPATH, the android:path attribute may be used to
indicate where the jar is located on the filesystem. The minSdkVersion
and maxSdkVersion attributes may be used to indicate which SDKs the
service should start on.

StyleSpan with Typeface.BOLD will only bold if the text doesn't already
have a BOLD style. But auto-bolded text needs to be further bolded.
If the Typeface style is BOLD, bold more for auto-bold.
(The fake bold works for Typefaces with weight < 700)

We are running out of int flags for public API methods such as
PackageManager.getPackageInfo(String packageName, int flags). As a
solution, we will change the flags param to Flags objects. At the
same time, we deprecate the old methods that directly use int flags.
The new flags classes are: ApplicationInfoFlags, PackageInfoFlags,
ComponentInfoFlags and ResolveInfoFlags. Because there are already
annotations of the same names, we renamed the annotations to *FlagsBits.
Old API usage example:
getPackageInfo(pkgName, MATCH_UNINSTALLED_PACKAGES)
New API usage example:
getPackageInfo(pkgName, PackageInfoFlags.of(MATCH_UNINSTALLED_PACKAGES))

These will be used to troubleshoot ANRs. In this case calling goAsync
and forgetting to call finish on the PendingResult could be the cause.
We have existing instrumentation to include these in Perfetto traces
and have used the "am" tag to avoid having to allowlist every single
app of interest in the Perfetto tracing configuration (the "am" tag is
allowlisted).
Test: Manual: captured a Perfetto trace and verified the counters are
present.
