Having a hidden abstract method for a class that can be extended
means that public implementors cannot implement these hidden methods
posing a risk that custom implementations will not have required
abstract methods resulting in an exception.

Exempt-From-Owner-Approval: large scale suppression of existing issues,

Since the introduction of a background mode for record audio permission
the app ops check the soundtrigger service does was broken. This is
because the existence of the background permission now allows for the
audio app op to be in the MODE_FOREGROUND state.
Before the background mode, the soundtrigger service checked the AppOp's
raw state because it knew that the client apps needed access to the app
even if it was in the background. Now that the background mode exists
the AppOpsService can use the app's permissions + proc state +
capabilities to correctly evaluate whether the app should have access.
Apps with the foreground-only permission are still going to work because
the service binds to them with the include_capabilities flag. Later on
we can remove this binding flag and mandate that soundtrigger clients
add the background permission to their manifest.

In order to make getActiveSessionsForUser, we need to remove
@UnsupportedAppUsage first.
Following UnsupportedAppUsage removal policy by adding
publicAlternatives to be gathered by internal tool and published
on the Android Developers site.

1. Naming 'Ims' in all the related variables & functions has changed to 'Rtp'.
ex) setOnImsRxNoticeListener ----> setOnRtpRxNoticeListener
2. Change viewing of the parcel's data structure.
Before the parcel is parsed based on it is byte[] type.
From now it is analyzed as (int type, int[] data)
3. Add IMS permission checking when register the callback

MediaSessionManager#registerRemoteVolumeController allows apps to
attach a binder to media service in order to be notified when
the session or volume of the remote volume controller is changed.
Since binders cannot be exposed, this CL instead adds and exposes
as system API a Callback interface that apps can implement.
