Annotation processor seens annotation args with constants already inlined,
making it challenging to compare to the souce-generated metadata that contains
initial expressions.
For now just ignoring args for all non-DataClass annotations to prevent false positives

Introduce a shim into DevicePolicyManagerInternal &
DevicePolicyManagerService so that NetworkStatsAccessTest would not
diverge from internal development branches.
The DevicePolicyManagerService refactoring on the internal branch
removed isActiveAdminWithPolicy in favour of isActiveDeviceOwner and
isActiveProfileOwner.
These methods are being made available in AOSP for
NetworkStatsAccessTest.

Add a condition that Activity#setTurnScreenOn can wakup device, also
make that activity become visible and dismiss keyguard automatically
when
- keyguard is insecure and
- device is non-interactive
Follow 7caf48e, if the above conditions are met, turnScreenOn can also
dismiss multiwindow mode.

Base CL ag/12885739 introduced unconditional enforcement of the BACKUP
permission for callers of BackupManagerService.isBackupServiceActive()
in the service, but dropped the enforcement on the app process side
(BackupManager).
This CL makes the behavior change conditional on a compat ChangeId.

This is true both before the base CL and after this CL, when
the app targets an old SDK version (26).
Test: Checked that both (a) before this CL, (b) after this CL where
the change is manually enabled for the app via the below commands,
the app runs into a SecurityException instead:
