Create a permission to allow clients to register pull atom callbacks to
statsd. This permission should allow mainline modules and other platform
clients register puller callbacks, but is not intended for 3p apps.

Here we implement three new lifetime semantics:
1. If there is a TaskOrganizer registered for a given windowing mode but
a second organizer is registered, the first organizer will no longer be
totally deregistered. It will no longer receive new tasks but will continue
to manage its old Tasks. This lets us run CTS tests that test TaskOrganizer
without totally breaking SysUI.
2. Implement unregisterTaskOrganizer, if you unregister the organizer it's
just finished. SysUI probably wont use but CTS will.
3. Implement a sort of registration chaining semantic. When unregistering
an organizer, the controller will attempt to restore the previous
organizer for the given windowing mode. This means that when CTS tests
unregister themselves SysUI can return to control.

If after a display change new modes are added and the current active mode has
changed we assume the current default mode may be invalid. This change updates
the default mode to the current active mode.

Hook up NotifBindPipeline classes to ExpandableNotificationRow's API,
deprecating some API. Eventually we should remove the ENR middle man
fully and have the clients directly call NotifBindPipeline API so we
can also deprecate ENR's bind-related API.
This also moves NotificationTestHelper to the notification.row package
since it should really be there considering its job of inflating rows
for tests and allows our new class constructors to remain
package-private.

Introduce NotifBindPipeline and friends which perform the following
roles.
NotifBindPipeline
* Knows when all view inflation + bind logic is done and calls callbacks
* Composes BindStage(s) to bind notif views when something changes
RowContentBindParams
* New place for inflation-related params in ExpandableNotificationRow to
live (inflation flags, increasedContentHeight, lowPriority)
RowContentBindStage
* Abstracted stage of work for pipeline to use that wraps around
NotificationRowContentBinderImpl in order to bind content.
* Provides params objects that clients can modify
* Provides invalidate call as part of BindStage that starts pipeline
This CL simply introduces the classes but does not use them. The latter
CL will focus on swapping out the existing NotificationRowContentBinder
API usage in ExpandableNotificationRow and attaching these classes.
