Currently, every build a developer creates will be verified
against the Play Store verification system. For developers, this
is a completely useless step, takes up resources, and eats into
iteration time.
This CL disables verification for debug development builds that
are reinstalled over ADB. This keeps users who install OTA safe,
and lets devs avoid the cost of verification.
There is no reduction in safety for the end user as:
1) Verification can only be skipped when installing over ADB and
the "-t" as well as the new "--disable-verification" flags are
specified ("-t" isn't strictly necessary).
2) The user can already disable verification over ADB by simply
setting a flag.

* changes:
Package manager is not ready when reading app-ops state
Use setUidMode when reading state
Expose syntax for app-ops settings as test-api
Callback startWatchingMode with the right op
Force update uid state when pending uid state is applied
Notify all packages is uid-mode is changed
Root cause:
TCM caches SystemTC. TCM.createTCSession returns a wrapper of
the same SystemTC and it just updates the sessionID
(and some other session related stuff) of the shared system TC.
That means, if clients call createTCSession multiple times for multiple
active sessions, all of these session TCs have the same session ID
(the latest one) because they all point to the same SystemTC.
It has been an issue since P. But we don't really have code that creates
multiple active sessions before R. In R, we create a session per each
notification, and thus hit the bug.
Solution:
Don't cache SystemTC. SystemTC is just a thin wrapper that forwards calls
to TCMS anyway.

Add the requestorUid & requestorPackageName fields to
NetworkCapabilities. This is populated by CS when
a new network request is received.
These 2 requestor fields are also optionally used for network
matching. All of the regular app initiated requests will have the
requestor uid and package name set by connectivity service. Network
agents can optionally set the requestorUid and requestorPackageName
to restrict the network created only to the app that requested the network.
This will help removing the necessity for the various specifiers to embed
the uid & package name info in the specifier for network matching.
Note: NetworkSpecifier.assertValidFromUid() is deprecated & removed in
favor of setting the uid/package name on the agent to restrict the
network to a certain app (useful for wifi peer to peer API & wifi aware).

TEST_MAPPING that imports this one).

The public platform version no longer can be a codename, it is
always the most recently released platform. A new build property
and API provides either the offical version or the current codename
as appropriate. This will avoid breaking apps that look at the
platform version while development is under a codename.

We've decided to gate the text toast move on targetSdk due to an app
crash (b/148438364) but decided not to gate the background custom toast
block (in NMS) on targetSdk temporarily to gather dogfood and DP
feedback. This meant that app-rendered text toasts (which are only
possible for apps with targetSdk < 30) were being blocked in NMS since
they were being considered custom toasts.
This brings back the boolean inside Toast class that differentiates
between custom and text toasts for apps with targetSdk < 30, since both
are app-rendered in this case. This code won't be present on final
version and is temporary to gather feedback on dogfood and DP, since
almost no app currently targets SDK 30+. We'll gate both changes (the
system UI move and the bg custom toast block) on targetSdk later on.

Renames PhoneTime[|Zone]Suggestion to TelephonyTime[|Zone]Suggestion.
Makes changes to generally avoid PHONE and use SLOT_INDEX or telephony
as appropriate for the usage. Removes telephony / phone from a few
variable names where it doesn't add value.
This commit also renames some remaining phoneId instances to slotIndex
which were missed when that rename happened.
