As part of statsd becoming a Mainline module in R, autogenerated
StatsLog.write() calls are going away and replaced by *StatsLog.java
that is autogenerated for each module.
This CL adds autogenerated SysUiStatsLog to SystemUI and replaces usages
of StatsLog with SysUiStatsLog.
Since the write calls in SysUiStatsLog are public, StatsLogCompat is no
longer needed.

Add persisted log section (section 1116) in incident report. Since
persisted logs are only stored in /data/misc/logd in plain text
format with interleaving log buffers, incidentd must use a dedicated
parser to parse them into protobuf, and it is more efficient to store
all buffers in a single section.
Implementation details: incidentd invokes incident-helper-cmd, who
reads all persisted log files in /data/misc/logd dir matching
logcat.* pattern, parses them line by line into TextLogEntry, and
passes the data back to incidentd through stdout in protobuf wire
format.
Command to invoke persisted log directly:
$ incident-helper-cmd run persisted_logs

IonHeapSize is replacing SystemIonHeapSize on devices with newer
kernels. It relies on libmeminfo to measure the total size of all ion
heaps, unlike the old atom that manually parsed a file from debugfs.

As part of migrating the pullers to the new API, we modify
permission checks within BatteryStatsService. Previously, a Binder
thread within StatsCompanionService (with statsd's calling identity)
called BatteryStatsService functions, which was why statsd was assigned
the BATTERY_STATS permission. Now, that call is being made from the
system process Background thread. Because enforceCallingPermission
outside of Binder threads, we switched to enforceCallingOrSelfPermission.
