Add a new usage event to UsageStats when a component in a package is
used (content provider binding, explicit broadcast, activity resume)
and it is considered to be important usage.
The follow-up CL will handle the service binding case as it is a little
complicated due to job bindings.

Support disableIfNoEncryptionCapabilities attribute in the

Notifications now (based on a config) use the theme accent color instead of the app-provided color to colorize various elements within the notification (e.g. progress bar, actions).

This is now visible to all apps to get the verified status of domains
which they declare. Because this is already restricted by app
visibility, opening up the API with no changes should be sufficient.
The permission requirement was also removed, since normals apps will
not have it.

In order to support auto translation, we need to give information to
content capture service to let the app can use this information to
find the Activity which needed to be translated.
It's not safe to provide an activity token to the client app directly
even if it is a privilege app. They can use this activity token to
access many activity/windows related functions. We create a new token
for use for content capture and translation. This token will be used
get the target Activity for translation new APIs.
This change focuses on the Content capture API change, the API change
about translation will be done in the next change,

BYPASS_INCLUSIVE_LANGUAGE_REASON=existing public API
It was refactored to split the "create" and "manage" parts so the
new user dialog is shown in the proper times, but such changed
broke the API when caller was passing initialExtras or a different
PO component.
To fix this issue, DPMS passes a token when the user is created,
and ignores the callback when the token matches.
This change also improved logging (which helped diagnose this issue).
