Several java files had the typo {#link (for cross-references to other
Javadocs) instead of the proper {@link format. This was confusing the
new doc publish tool (Mivi) since that's the format used for {# Django
comments #}.
Fixed a couple of links that had other errors (which prevented building
once the {# -> {@ was done) and other typos.
Replaced throughout the frameworks/base project; I'll need a separate CL
for the AndroidX fixes.

getSize() and getMIMEType() rely on seekTo() having completed.
If seekTo() was called on a different thread, for example because
NuCachedSource2 was doing reads on a background thread, getSize()
could return -1 if it was called after connection was established,
but before the response had been parsed.

External sdcards are accessed through /mnt/media_rw,
so access() each touched file for sdcardfs to update
its metadata.
Java handles single object renames directly so that
is the only place where it is needed.

Some sniffers in MediaExtractor might issue reads past the end of
the file. This results in IOException in our MediaDataSource. The
exception itself is not fatal, but need to make sure MediaDataSource
state is kept in sync otherwise the other extractors can't continue.
