Clarified that Context.bindService() returning true only indicates
that the system has found a service to bind to the client and that
ServiceConnection.onServiceConnected() might not be called if the
service encounters an error, such as crashing during startup.

DO NOT MERGE docs: Removing spurious end </pre> tag

Owing to a merge mixup, ended up adding a spurious </pre> where it
had no effect. Removing it just for hygiene's sake.
This doc error is only in oc-mr1-dev, not in master, so the fix
doesn't need to be merged.

Add assisted dialing properties to the framework.

These properties allow the feature to be propogated from
the outgoing call broadcast, to the connection, to the call,
and finally to the call log as a feature.
Test: no existing unit tests found. could use some pointers

Added note within getSerial() in android.os.Build class. Device
identifiers, such as hardware serial numbers, can be modified if a
device is rooted. Others can use key attestation to discover these
changes. Added a note to this effect within this method.
