a8d3df46e0 Add auto tiles by config 
Added a new config resource that allows to list a set of secure secure
settings paired with a tile spec (including custom). When that setting
toggles to a non-zero value for the first time, the tile will be auto
added.

Also removed previous code for config_extraQuickSettingsTiles

Test: manual (inversion)

ee191b1c69 Persists bubbles to disk (part 1) 
Bubbles are now write-through an xml file on disk upon addition/update,
asynchronously.

Test: manually verify when new bubble pops up it is write through xml

2d42824e14 Ensure that we update the next dark intensity when restoring the state 
- animateIconTint() will check against mNextDarkIntensity before doing

1a47862559 Prevent NPE in ControlsListingControllerImpl 
Move initialization of callbacks list to before the ServiceListing is
reloaded. That way, it will always be initialized by the time the
listener is called.

50883d72aa Prevent double animation of lockicon when waking. 
If the phone went from pulsing -> awake, it could cause the lock icon
to briefly disappear then reappear. Specifically, this caused it to
appear to animate twice.

This all resulted from the internals of the Doze system briefly being
told that it was neither dozing nor pusling, meaning that it thought
it should hide the lock icon. The rest of the system then caught up,
and it shows the lock icon again, animating it into place.
