Because changes to the route tables take time to propagate
we add a delay when sending out change notifications. This allows
applications, such as GTalk, to create sockets without encountering
a 3 minute timeout.

We'd been doing no-gateway hostroutes for dns servers on secondary nets, but on
some devices (multi-homed stingray) this is a problem. Add gateway-ed hostroutes
instead so the BP can do it's nonstandard "magical" demultiplexing.

If an address is removed we must reset the connection but
only for the connections associated with that address. For
now we're doing the "all" addresses for a type (IPv6 or IPv4)
in the future we only need to reset a particular addresses
connections.

The new support library features and sample code for switching
between fragments using a TabHost now eliminates the utility of
the TabActivity class, so deprecate it. This also means there is
no longer any use in ActivityGroup or LocalActivityManager. Yay.
Also fix up things so the new support API demos are included in
the documentation.

If you do it before you have a race condition and some apps will
manage to reconnect on the dieing network before it goes and then
get no notification when it goes.

When animating away a fragment, we were not putting it through
the last part of its lifecycle (onDestroy() etc).
Also, retained fragments that have a target were broken. Oops.

- No longer crash due to the change to how we match unspecified
configuration resources.
- Report the new "smallest screen" supported screen configs.
- Infer old screen size buckets based on new smallest width attrs.
- Report all of the different labels and icons in an app.

Loaders were not being re-initialized correctly when coming back
(this would also impact the back stack). The ListView also wasn't
working correctly, and there were also problems with simply
re-using a Fragment instance after it had been removed.
