We'd already noted this in the "new in Android 5.0" page but we
hadn't moved this into the base "permissions" pages. Added it, with
some usage recommendations from the bug.
Also fixed some formatting while I had the files open.

The return options need to be sent in makeVisibleIfNeeded() (where app
is made visible from invisible), in addition to handleAlreadyVisible().
We can't rely on getting a second ensureActivitiesVisibleLocked to
send the activity options.

Requiring uniqueness of ID across all track types seems a little too
much demand for developers and they do want to use the same ID on
different track types. Also, this doesn't seem terribly useful.
Hence remove the check.

The quality difference is minimal, but the time to process the
wallpaper is an order of magnitude lower for JPEG. The source
imagery is still being preserved in its original format and
resolution; this affects only the scaled/cropped version used
on-screen.

- When docking the first time after starting up, the enter-animation
callback is not dispatched in the same way, and we end up with the
callback before the first layout. In such cases, defer sending the
event which triggers the animation until the next frame when the
layout is stable.
