Instead of in activity thread. That way, we can warm up (ie,
precompute cached values) this provider and AndroidBCWorkaroundProvider
(which are installed together) so that the computation doesn't
happen in the app. As a result, the time spent in the first call to
SSLSocketFactory.getDefault() decreases by ~5ms in angler userdebug.
Measured with an app calling SSLSocketFactory.getDefault in onCreate
and timed it with System.currentTimeMillis() .

Upstream ICU caches use SoftReferences. On Android this means
that useful cached data initialized in the Zygote are "lost" when
the Zygote GCs and cannot be shared with apps. This change makes use
of an Android patch to ICU to ensure References created during
Zygote initialization are "strong". i.e. they are never collected.
This prevents them being GCd and ensures they can be shared between
applications.
After switching ICU to use strong references, this change
also creates DecimalFormatSymbols objects for common ULocales
(ROOT, US and the user's default, if different). DecimalFormatSymbols
makes use of an ICU Reference cache and this alone has been shown to
improve the construction time of java.text.DecimalFormat by 1-1.5
milliseconds on a Seed device. This saving applies the first time one
is created in each app for each locale, and again if SoftReferences
have been cleared.
The cost to the heap size of the Zygote has been measured at ~107k.
This value will change as more caches are switched to use the new
CacheValue class.
Formatting is typically performed on the UI thread and the intention
of this change is to reduce app start up time and jank in apps like
the Dialer which do a lot of formatting when scrolling lists. The
change may also enable more virtual memory page-sharing between
apps, though this is not the specific goal.

Since Android N, the system locale is stored in Settings.System. Because
of this change, we need to propagate the previous user's system locale
to the newly created user.
When the user switch happens, updateUserConfigurationLocked is called
for the next user. Usually, some configuration values (font scale and
system locale) are overwritten by the next user's settings. However,
the first time the next user logs in (and only the first time), the
settings value is empty. So, we need to decide between keeping the
passed configuration's value or resetting to the default. For the
fontScale, it is reset to the default (issue 27187556). For the system
locale, the previous user's locale should be used. This CL addresses
this.
At the same time, the inherited configuration should be stored to the
settings, otherwise the inherited configuration is lost the next time
the second user logs in.

If <uses-sdk> tag is below <application> in AndroidManifest.xml then,
when activity is parsed, targetSdkVersion param is not yet set correctly.
Because of that we're defaulting to RESIZE_MODE_FORCE_RESIZEABLE and the
param resizeableActivity will be ignored.
This CL checks if resizeableActivity was set explicitly when targetSdkVersion
is less than N (or not set).

which didn't make any sense.

If present, the system property "ro.config.lock_wallpaper" provides a
filesystem path to a decodeable image file to use as the system's
out-of-the-box lock wallpaper imagery. In the absence of this
system property, or if the indicated file is absent or unreadable,
then the new framework resource
com.android.internal.R.drawable.default_lock_wallpaper is consulted to
locate a usable asset. This mechanism parallels the existing one for
the default system wallpaper.
By default there is no specific lock wallpaper asset; the resource is
defined to be @null in the standard config.xml file. A product that
wants to define such a factory-default lock-only wallpaper image
will provide the asset as part of its framework resource overlay.

Notifications could appear twice if a notification with an app
group became bundled and one could not be swiped away anymore.
This is because we were unconditionally copying over the override
key even if the notification just became a group.
This also fixes a nullpointer that could happen with a racecondition
when a notification was cancelled and it tried to be used for autobundling.
This also fixes an issue that the autobundling wasn't working correctly
when a notification didn't have a group set but was set to be a
group summary.
