Adding docs for some updates for GuidedStepFragment and GuidedAction
done in support lib v23.2. Includes docs on date picker actions,
subactions (new subsection), button actions (new subsection).
Adding docs for popBackStackToGuidedStepFragment and
finishGuidedStepFragments convenience methods.

If a touch outside the status bar window is detected
we schedule autohiding the status bar - which is wrong
when that touch is due to touching the IME for DirectReply.

In phone landscape, when the navigation bar is on the right,
and when the status bar is forcing the IME and NavBar, make
sure that the nav bar and IME don't overlap, even if the
NavBar is only transient.

This scenario typically happens when the device is on Doze Mode and a
notification action is triggered from a Wear device.
In a nutshell, the workflow is:
- ProcessRecord has a flag telling whether a process has "whitelist
management" privileges.
- When NotificationManager binds a new NotificationListenerService, it
sets the BIND_ALLOW_WHITELIST_MANAGEMENT flag.
- On bind(), ActiveService asserts that only system apps can set that
flag.
- On computeOomAdjLocked(), ActivityManagerService sets the
ProcessRecord flag if necessary.
- Upon creating a notification, NotificationManager calls AM to mark its
PendingIntents as coming from a notification.
- When PendingIntentRecord sends it to the target, it checks if it's
from a notification and if so calls AM to do the temp whitelist.
- On unbind(), ActiveService removes the ProcessRecord flag if necessary.

If you're on the lock screen and a child background needs
to be shown (e.g. custom background and user expanding) the
background should fade in from 0 alpha otherwise looks odd

Force stopping the bound scoring service would not automatically
reestablished the binding.
Replaced the custom BroadcastReceiver with a more standard
PackageMonitor implementation that handles the same actions in
addition to force stop.
Also added a few more debug log statements as they were helpful
during my development.

reintroduced requirement for apps that change password to have
STORAGE_INTERNAL permission.
This fixes the problem by clearing calling identity before
calling mountServce in fixateNewestUserKeyAuth, like it's done
in addUserKeyAuth.

IPv4 broadcast packets can be very common (e.g. every 2s) so they
need to be dropped in the general case. They also may be critical
for certain discovery protocols, so allow them through with APF
when the WiFi multicast lock is held.

This includes following changes for performance
1. Passes the key events directly between the windows instead of using
dummy Views and OnFocusChangeListener to prevent main thread from
handling unnecessary focus changes.
2. Limits the window size for PIP controls to reduce unnecessary draw.
Here's the test result. Test is performed with paused PIP video

Focus down: 48.14 fps -> 85.396 fps (+77.39%)
Focus up: 24.67 fps -> 45.33 fps (+83.77%)
2. 3 visible recents task
Focus down: 51.98 fps -> 132.72 fps (+155.34%)
Focus up: 30.91 fps -> 53.38 fps (+72.69%)

Fist of all we made the statemap a weak hashmap in order never
to leak any views anymore.
Another leak could occur because predrawlisteners were added twice
but removal only removes one. A view was then leaked in case it was detached
before predraw.
Also fixed a leak when transforming the header because a state wasn't
nulled.
