Test: Turn on night display, then run 'adb shell bmgr transport
android/com.android.internal.backup.LocalTransport && adb shell bmgr
backupnow com.android.providers.settings'. Turn night display off, then
run 'adb shell bmgr restore com.android.providers.settings'. Night display
should not turn back on.

In onDragEvent(), don't assume text is Spannable
...
Previously, onDragEvent() tried to set the anchor even if
the text was not Spannable. Now we check to make sure it is
Spannable before trying to set the selection.
Test: cts-tradefed run cts-dev --module CtsTextTestCases

Be resilient to restoring unintelligible network templates
...
Some OEMs have introduced incompatible network bookkeeping. We now
detect and ignore those network definitions at restore time.
In addition, we now
* log when an undefined network match type is used to construct a
NetworkTemplate instance, and
* quietly refuse to match such a NetworkTemplate against any known
network identifier, rather than crashing the inquiring app.

Avoid a race condition on reading qemu.gles property
...
The qemu.gles property will be ready after the SurfaceFlinger service is
initializing. Once the all required variable is set, it caches the
result for the future calls.

Purge Nonexistent User Jobs on Boot
...
In the case that a user has been removed but their jobs still exist on
disk, the JobSchedulerService will remove all jobs not associated with
current users on boot.
Exposed UserManagerService#getUserIds() via UserManagerInternal for
quick user id retrieval.

...can't hide themselves
Propagate to notification manager the apps that are causing
the "running in background" notification to be shown.
Also hopefully this time fix the problem with the notification
being stuck. (We were mixing elapsed time in the state management
with uptime in the message scheduling.)
