9123a77af7 Bug fix: GestureLauncherService is disabled incorrectly 
The enable condition only includes camera sysprops/res configs however
the class handles both camera gesture and emergency gesture. When camera
flags are all turned off, the entirely class is turned off by mistake.

This change adds a res config so OEMs can turn on/off emergency gesture
feature individually, instead of bundling camera/emergency together.

df235a4d67 Use LatencyTracker to log the time of recents animation 
The ACTION_TOGGLE_RECENTS on launcher side may be not close enough
to the user feeling because it cannot know the actual window drawn
time on system. And it may be mixed with 3 button navigation mode
which doesn't start recents animation. So here creates a new latency
type to log the case of recents animation explicitly.

Bug: 169221287
Test: Use gesture navigation mode and swipe up from an app. The log
      will show "LatencyTracker: action=8 latency=xx".

Iteration based on areas of tree where detailed ownership was found
to be missing during routine code reviews.

9c981adba4 Replace PackageManager @hide APIs 
ConnectivityService is using
PackageManager#getApplicationInfoAsUser() to get application
info but this API is not able to call after CS becomes a
mainline module. Thus, replace it with formal API.

549d48e733 Block custom toasts when app is in the background. 
We're blocking a toast in a specific case when the app posts it while
it's in the foreground, but then the toast is about to be shown only
after the app has moved into the background.

630dec9eb4 Fix DevicePolicyManager.isBackupServiceEnabled() breakage. 
http://ag/12885739 introduced a enforceCallingPermission(BACKUP) check
but callers of this API do not hold that permission. This CL fixes
this by changing the check to enforceCallingOrSelfPermission(BACKUP),
and clearing the binder identity in DevicePolicyManagerService, which
makes the system server process the owner of that call.
