Apparently the Pebble application uses accessibility. This was
triggering the navbar to resort to accessibility mode for launching
the camera. The fix is to also require touch exploration to be
enabled.

The logic that updated the locale was only running at times
the DateView should have been updating its display, namely,
when the view was visible on-screen.
The new version trades a small amount of efficiency (the
broadcast receiver is now active at all times, and the date
is re-formatted each TIME_TICK) in exchange for simplicity
and correctness.

Since binder call permissions are not transitive by design,

Driven by a new framework config bool. Tested on all layouts,
but disabled by default. Can be enabled with a config overlay.
(Sliding/MultiPane)ChallengeLayout have custom measure/layout
logic that peeks at the root view's padding (!). So we must keep
the root view's padding = system window insets. However, we need
the scrims + the fullscreen camera widget preview to use the entire
display size if the bars are transparent.
So the approach is to maintain the root view's
(KeyguardViewManager$ViewManagerHost) padding as before via
setFitsSystemWindows(true) but allow non KeyguardHostViews to
extend into the padding if bars are transparent via a custom
measure/draw on the root view.
KeyguardHostView background + challege scrims moved up to the
root view.
Also:
- Remove logspam line for fixed bug.
- Fix status bar staying opaque on interaction on secure keyguard.
Known issues:
- Nav bar blip dismissing global actions, keyguard app widget picker
bars are opaque. Both will use the new inherit flag once it exists.
- Emergency dialer layout dance, will be fixed in the phone project.

Use a transition-drawable to crossfade between the gradient and
solid color backgrounds, avoiding custom onDraw.
Rename colors to their final names. Since both bars now receive the
gradient treatment, centralize in base BarTransitions.

When collapsing panels in code, relinquish focus immediately,
triggering an immediate reeval of current focus in WM,
triggering an immediate reeval of sysui flags,
triggering an immediate system bar transition
with the correct destination content frame.
Otherwise we eventually get around to it, after several layers
of sysui animation delays, but delaying the sysui visibility
re-eval until this point is far too late.

Move all visual application of the legacy lights-out behind
a new mode managed by BarTransitions for better coordination.
Remove unused "hidden" state in NavigationBarView.
Improve window state (showing/hiding/hidden) calculation,
affecting whether or not sysui thinks it should animate.
Removes invalid interim mode changes causing needless
flashing during some transitions.
Consider WINDOW_STATE_HIDING a state in which we ought to animate,
since at least part of the window is visible throughout.
Make the status/nav bar transition helper classes real boys.
Animate KeyButtonView drawing alpha transition, cancel existing
animations when resetting to avoid needless and unsightly "recovery".

Because recents sits on the same stack as launcher it can sometimes be
above launcher. When we were launching home activity because the flag
told us to we would sometimes launch recents instead. This fix makes
sure that the home activity is on the top when it is supposed to be
launched next.
Previously this was fixed by having recents move itself to the back
of the stack after it launched an activity (b/9750207 and ag/336019).
But that solution caused the AppTransition to be set to
TRANSIT_TASK_TO_BACK which left the SOFT_INPUT_IS_FORWARD_NAVIGATION
flag unset. This in turn caused IMEs to remain unlaunched when
returning from recents (b/10240567).
Fixes bug 10240567.

In DevicePolicyManagementService, on boot and when certs are installed,
post notification to tell the user that their traffic may be
monitored.
Have QuickSettings use the MonitoringCertInfoActivity instead
of building the dialog itself.
