52669b0720 Store original values of replaced settings in Settings.Secure

Test: atest SettingsProviderTest:SettingsHelperTest

Writing new settings to Settings.System is only available to privileged
callers. Move the storage of the original values of replaced settings to
Settings.Secure. See the attached bug for more context on replaced
settings.

Add commit message here for reference:
Tethering resource configuration is move from framework to tethering
module. The resource would not be accessible from outside of tethering
module.
List the replacements of framework resources usage and intent extra:
1. R.string.config_mobile_hotspot_provision_response
    --> android.net.extra.TETHER_PROVISIONING_RESPONSE.
2. R.string.config_mobile_hotspot_provision_app_no_ui
    --> android.net.extra.TETHER_UI_PROVISIONING_APP_NAME
3. R.array.config_mobile_hotspot_provision_app
    --> android.net.extra.TETHER_SILENT_PROVISIONING_ACTION
Besides, the current active subId would put in
android.net.extra.TETHER_SUBID

Note: They are not APIs because of API freeze. Now both tethering module
and Settings define these strings independently.

This reverts commit 88f2b816aa.

52a2edf548 Implementation of sharding for procstats atoms 
Oftentimes, the ProcStats protobuf is larger than StatsEvent can handle.
With this CL, we detect that state before it happens, and attempt to
shard the ProcStats data over multiple protobufs, each with its own
StatsEvent.

59a62fc264 Properly collapse QQS header when QQS is disabled 
In landscape, we need to fully hide the QQS when the user starts to do
an inline reply, otherwise nothing fits on the screen. This CL adds back
in some of the old Q behavior wherein we set the height of the header to
essentially zero when the QQS has been disabled (in this case, by the
inline reply logic).

8c736aa4f9 Set PageIndicator pages in QSPanel#onMeasure 
Pre-emptively update PageIndicator's numPages before measuring in
QSPanel so that views will be appropriately measured. Previously, new
PageIndicator child views would be added in the middle of a QSPanel layout pass
after already being measured, so the new PageIndicator child wouldn't be
measured.

Test: manually add and remove new QS tiles. rotate between landscape +
portrait modes. observe the PageIndicator is correct.

61ebaf5c46 Add multi-user support for AutoTileManager 
Before this CL, AutoTileManager (and AutoAddTracker) would only work
"corectly" for user 0, as all the settings (read and write) were done in
user 0. This meant that tiles that got auto added as user 0 would not be
auto-added for other users. Similarly, tiles that got auto added as a
secondary user would not be auto added as user 0.

This CL makes sure that everything is done with respect to the current
user (as reported by QSTileHost).

Checks if the color display supports inversion in tests.
