When autoEnterPip from Task with multiple activities, besides passing
the mLastRecentsAnimationBounds we should also try to pass the last
PictureInPictureSurfaceTransaction to the new Task and apply both.

- deprecate the last recents animation bounds and use the transaction only
- reset the transform once applied to the original task
Known issue: original task appears transparent in overview once.

No longer grant READ_PHONE_STATE as a fixed permission to all apps
holding READ_PRIVILEGED_PHONE_STATE. Also clean up the previous grants
by un-fixing the permission if the app requests it in the manifest, and
removing it altogether if the app only requests READ_PRIV.

The shell *already had* the privileges granted by this permission due to
specific code in netd, and it lost those privileges when it gained the
CHANGE_NETWORK_STATE permission. Explicitly add
CONNECTIVITY_USE_RESTRICTED_NETWORKS so that it can obtain sufficient
permission in netd no matter CHANGE_NETWORK_STATE is set or not.
Remove a duplicate row by the way.

Keyguard (un)occlude transition can be executed even before the
occluding app becomes ready. Normally we skip to run remote animation
for such cases since nothing to animate, however, KeyguardService uses
IRemoteAnimationRunner#onAnimationStart as a signal to update its
internal state, so WindowManager has to trigger the binder call.
