35f28d1bb2 Leverage new Audio history sharing for HotwordDetectionService. 
The Audio Framework now supports sharing audio history, so
VoiceInteractionManagerService no longer needs to handle audio streams
itself.

e5c140a59d Add api to propagating translation capability updates. 
This change adda the apia in the TranslationService that allows to
update the TranslationCapability to the registered clients. This
change doesn't contain the register part in the TranslationManager,
the change will be done on the next change.

307f51a17d Ensure updateState() is available for software hotword. 
We accidentally missed propagating this method to the interface before
the previous deadline.
Otherwise the change should be trivial and backwards compatible.

2616a431e7 Fix a bug in SpellCheckerService. 
Previously, the returned value of WordIterator#following is used without
checking, which will cause fatal error when it's WordIterator.DONE.

56a3f73f4c Remove filtering option for display hash. 
The option for filtering for a display hash isn't really useful since we
always want it to use filtering. Remove the filtering option from
DisplayHashParams
