This is important in cases where we want to add/clear overrides for
multiple apps at the same time, without having to make a binder call for
each package and have the compat config save the changes to file and
invalidate the cache each time.

Subscriber Id Match Rule won't be exposed as system Api.
Callers should use Builder#setSubscriberIds or
NetworkTemplate#getSubscriberIds to set/get the Subscriber
Ids filter. An empty set in the paremter or return value
represents the intention of matching any Subscriber Ids.

Currently WallpaperController#adjustWallpaperWindows is called for
shell transition at DisplayContent#ensureActivitiesVisible and
Transition#onTransactionReady for collecting visibility change of
wallpaper. But if wallpaper target is cleared and wallpaper is
requested to be invisible, its offset and scale won't be updated.
So this change allows visible window to update wallpaper during
transition. And make sure the offsets are calculated based on the
configuration that reported to client, to avoid mixing coordinates
with different orientation.

Removing all tests that are duplicated in CtsSuspendAppsTestCases. The
only remaining tests are testing launcher apps or app-ops. Currently,
these cannot be tested in CTS.

callbacks

Tried to consolidate some of scanPackageNew and scanSystemPackage but
there is some delicate difference that I am not 100% certain to merge.
In this CL I moved all the code that requires mLock into
InstallPackageHelper, and made ScanPackageHelper a utility class. I will
keep doing the same for other helper classes, such as
DeletePackageHelper.

When folding/unfolding a foldable device 'ignore orientation request'
flag might be updated in DisplayContent because different displays
might have different properties. This might result into updated
display rotation.
This flag is updated in 'applySettingsToDisplayLocked' and the new
rotation might be applied in the same method. But DisplayRotation is
not updated with the new display size when applySettingsToDisplayLocked
is invoked. This caused calculation of incorrect rotation
(using old display dimensions).
Fixed by updating display rotation settings only after
updating the size of the display.

When starting activity in different orientation with shell transition,
the display will be rotated immediately. To avoid jump cut of non-app
windows by the change, those windows will be faded out in old rotation.
And when the app transition is done, the windows will be faded in with
current rotation.
This also reduces transition latency because the transition can start
once the activities are ready, without waiting for those non-activity
window to complete redraw.
