1. Add test case for csip set member device add/remove logic
2. Fix clearNonBondedDevices issue. Remove object from set as iterating, it would cause ConcurrentModificationException, make a copy as iterating to achieve the safe remove.

Make accessibility services able to enable/disable a specified
IME in the same package for the current user.

Prior to this cl, we only can get the default value set in the AndroidManifest.xml.
It won't return the real enabled state after we modified the component state.
Test: Install apk and see if the search highlight works.

This CL makes SysUI dialogs more consistent by ensuring they are using
the same button styles and paddings. I decided to be strongly
opinionated: the primary buttons are all filled and on the right, the
secondary button are hairline and on the left.

The merged WiFi indicators are feteched from the WiFiInfo, so when WiFi
