DataEnabledSettings used an internal DataEnabledChangedReason when
notifying data enabled was changed. For DataSettingsManager, sync the
reasons with TelephonyManager#DataEnabledReasons and remove the internal
reaons.

This is important in cases where we want to add/clear overrides for
multiple apps at the same time, without having to make a binder call for
each package and have the compat config save the changes to file and
invalidate the cache each time.

Currently only states supported for body sensor permissions are allow
and deny. This change adds support for allowing the permission only
while the app is in foreground by adding a new permission only for
background. This structure is similar to the current state for location
permissions.
BYPASS_INCLUSIVE_LANGUAGE_REASON=Referring to an existing method failing
the inclusive language check.

Android T allows apps to declare a runtime receiver as not exported
by invoking registerReceiver with a new RECEIVER_NOT_EXPORTED flag;
receivers registered with this flag will only receive broadcasts from
the platform and the app itself. However to ensure developers can
properly protect their receivers, all apps targeting T or later
registering a receiver for non-system broadcasts must specify either
the exported or not exported flag when invoking #registerReceiver;
if one of these flags is not provided, the platform will throw a
SecurityException. The platform and system apps have several locations
where a receiver is registered for non-system broadcasts that have
not yet been audited to determine if they should be exported. This
commit introduces a temporary flag that can be used to meet the
new requirement that a flag be specified while also marking the
receiver as needing an audit before the T release to determine
whether the receiver should be exported or not.

DataProfile is the parameters used for setup data, but DataProfile
is almost identical as ApnSetting. So move ApnSetting into
DataProfile, also add TrafficDescriptor, which is specific to
5G SA network.
Also added a new state for data handover between IWLAN and cellular.

IpSecManager.DIRECTION_FWD is used by VcnGatewayConnection and
it will be not visible to platform after IpSec was moved into
Connectivity mainline module. Therefore, make DIRECTION_FWD
@SystemApi so that it can be used by VcnGatewayConnection.

Whenever a package's app ID has changed, the system broadcasts should
behave as if the package is fully uninstalled and then re-installed
subsequently. Additional extras are added to indicate the app ID change
to allow components to handle this case specifically.
