This fixes following scenario:
1) first activity starts second activity and expects results; first
activity gets paused;
2) second activity finishes and returns a result;
3) first activity is still paused and receives the result from the second
activity; first activty requests a local relaunch; relaunch gets
scheduled and is marked as launching paused (because the activity is
still paused)
4) first activity resumes;
5) first activity relaunches and finishes in paused state.
The fix makes it drop the information about launching paused when it
gets resumed in step 4.

* There is a nonzero integer ID associated with the currently-set
wallpaper image, and this changes every time any caller sets
the wallpaper. This is to support external change detection.
* The API now permits a caller to independently set imagery as
the new general system wallpaper or keyguard-specific wallpaper.
The backing implementation is not yet plumbed through, but the
API is now in place for clients to safely write code against.

When the system language is changed by the Settings app, we need to call
LocaleList.setDefault() to change the default locale list
since components like TextView should be able to assume that
LocaleList.getDefault() returns the latest system locale list.

Fragments contained within an activity are restored from instance
state in FragmentActivity.onCreate, but fragments contained within
another fragment were previously restored from instance state in
performCreate after onCreate returned. This meant that developers
couldn't consistently rely on being able to control when this happens
with a call to super.onCreate, and calls to findFragmentByTag to
reconnect with a restored child fragment would fail in ways that
succeed when the fragment is directly added to an activity.
Change child fragment instance state restore to happen during
Fragment.onCreate instead of in performCreate to be consistent with
activity behavior. Preserve the old behavior for apps targeting
an SDK version < N.

The argument to onHandleIntent(Intent) is sometimes null. This
is surprising, and isn't mentioned in the Javadoc.
+ Add a warning about this behavior to the method's Javadoc.
+ Add @Nullable annotation so tools that do null safety analysis
(e.g. Android Studio) will generate a warning for apps that
dereference the intent parameter without checking.

Whether a network is deemed roaming or not was already being tracked
as part of the NetworkIdentitySet, so the underlying data store
already tracks roaming and native data separately. However, this data
was being aggregated together in NetworkStatsCollection#getSummary,
since the NetworkIdentitySet is converted to an iface name for the
purposes of matching, and the iface name will be identical whether or
not the iface is considered roaming. Now it is separated.
Also fixes a long-standing bug in NetworkIdentitySet where an identity
read from a saved file would always be considered roaming == false,
even if it wasn't at the time it was written.

In resize modes where we are preserving the main application
window, we need to tell the WindowManager to prepare to replace
the child surfaces, or they will dissapear across relaunches.

The background compilation service will trigger a profile based
compilation instead of a full one. If no profile information is
available the compilation is skipped (see installd).
Note that the end decision whether or not to compile a package is taken
by dext2oat. We can't make the decision here because this service runs
under system server which cannot read app's profile data.

- Communicate the resize mode to ViewRootImpl. If it is a docked
divider resize, do not call relayout for every traversal.
- Do not call Task.resizeWindows() unconditionally when changing
Stack bounds. It might be just a move.
- However, not calling relayout breaks layout bounds while
relaunching. To fix that, do the following:
-- Inform ViewRootImpl that the activity just relaunched, and force
a relayout call in the next traversal so the client can pick up
the unfrozen bounds.
-- When unfreezing the bounds, cause a traversal in window manager.
