A number of connectivity checks that protect system-only methods
check for CONNECTIVITY_INTERNAL, but CONNECTIVITY_INTERNAL is a
signature|privileged permission. We should audit the permission
checks, and convert checks that protect code that should not be
called outside the system to a signature permission. So replace
all CONNECTIVITY_INTERNAL to other proper permissions.

Add a mechanism for suggesting the "manual" time zone setting to the
TimeZoneDetectorStrategy, e.g. for the settings app to use. This
involves various changes / renames to TimeZoneDetectorStrategy to
introduce a distinction between 3 things:
1) General detection code, applicable for anything that changes device
time zone.
2) Phone detection code, applicable for setting the device time zone
from phone signals.
3) Automatic detection code, applicable for setting the device time zone
automatically (of which telephony signals is currently the only example,
but could be joined by new things in future).
Adds tests for the new ManualTimeZoneSuggestion and makes improvements
to the existing tests for PhoneTimeZoneSuggestionTest.

Refactors initial directory scan to be dryer
The property is currently set by the AIDL compiler to indicate the original
position of the annotation in the AIDL file. Use this position in
preference to the annotation position within Java code if it's present.
Also rework the tests to use the google compile-testing library rather than
my crufty javac library. This makes testing failure conditions much nicer.

UserManager.setUserRestriction(DISALLOW_CONFIG_TETHERING) from
Settings. Open hotspot -> restrict tethering from new adding trigger

Now tethering would be run in dedicated service.
TetheringManager is the interface used to communicate with
TetheringService. The new call flow would be: ConnectivityManager
-> ConnectivityService -> TetheringManager -> TetheringService.
Note: the return value of #tether(), #untether() and #setUsbTethering()
APIs would always be no error. Client can use #getLastTetherError()
or #getTetheredIfaces or listen tether state change to check
status of corresponding interface.

Add a new time zone detection service. Much of the code is from
frameworks/opt/telephony with some changes for naming, threading and
to modify the interaction with the "Callback" class.
Overall goal:
Implementing the service in the system server means it will be easier to
add new time zone detection logic unrelated to telephony in future.

This change adds initial support for scanning APEX directories looking
for APK, and make them available to the system as normal system APKs.
For now privileged apps and resource overlay are not supported, and the
support will be added in a later CL.
Scanning features are inherited from the partition in which the
preinstalled version of a given APEX module is located.
Supports both flattened and un-flattened APEX configurations.

app is correctly scanned and usable. Tried also installing the apex in
/vendor and /product.
