If one handed bouncer is enabled, both in the SysUI config (i.e.
sw600dp-land) and in the device config, then use a different gravity for
the keyguard host view. This is used to move the bouncer to the bottom
of the screen when the bouncer is one handed.
Of course, password entry isn't one-handed, but we don't bother checking
which security mode is in use. In that mode, the password line is just
on top of the keyboard anyway, so even using gravity = BOTTOM, it
doesn't render differently.

Now QuickSettings expand only when swipe begins on them, measured by
initial touch X position.
NSSL is receiving touches correctly from NotificationPanelViewController
(shouldn't be intercepted) but then if nothing wants to handle that
internally, it's passing it back to OnOverscrollTopChangedListener where
we are aware of split shade mode and can cancel expansion of quick settings.

This is already used for similar events such as icon drops and user taps. Using it to indicate that the user has woken/slept the device (and passing along location information) makes sense!
This does require an API modification to add the new string constants to WallpaperManager. This change is being requested by 1P apps (the Live Wallpapers, which are not bundled with the OS and thus can't use system APIs).

The key migration API is required by locksettingsservice to move the
synthetic password key out of AID_SYSTEM to protect it from deletion
when the user removes credentials from AID_SYSTEM.
