The hotword detection service is an isolated service which we want to
isolate from the rest of the system as much as possible. We don't want
to allow anybody but the system to bind it, not even its enclosing
application. For now special case the hotword detection service, until
we come up with a more generalized solution in T.

Carrier merged wifi network is a specific cerrier wifi network
which provides the same user experience as mobile.
To support data usage accounting for carrier merged wifi,
the change provide several APIs in NetworkTemplate:
1. extend buildTemplateWifi so it could be used for matching
wifi networks with subscriber Id (IMSI).
2. add buildTemplateCarrier to let
NetworkPolicyManagerService creates a single policy for
a given carrier regardless of network type.

InsetsSourceConsumer#setControl compares the identities between the new
control and current one. If they are the same, the function stops
processing. However, the instance of the control returned from relayout
will always be different, which makes setControl process more than
expected.
This CL overrides InsetsSourceControl#equals, and use it to decide if we
should do further processing in setControl.

This is already used for similar events such as icon drops and user taps. Using it to indicate that the user has woken/slept the device (and passing along location information) makes sense!
This was previously rolled back since WallpaperManager can be null in Car environments. This CL now checks if WallpaperManager is null.

ServicePermissionsTest#testDumpProtected expects to see nothing
from dump() if the caller does not have the required permission.
After the refactor the ConnectivityService#dump(). It does not
leak real information for those callers without permission but
show the title of dumpsys, i.e. it shows "DUMP OF SERVICE HIGH
connectivity". This breaks the test since the test expects to
see nothing.
Move the permission check to the front of dump call stack since
there is no way to call other private dump related methods.

Recent work has been using Error Prone rules and annotations to
reflect the current state of permission enforcement across the
Bluetooth stack, and we're now in a position were we can add new
permission enforcement that had been missing.
We've currently standardized on saying that APIs that return device
or Bluetooth state information (without sharing details about any
particular remote Bluetooth device) do not need to be permission
protected.
